Philip was a Creative Partner on the Síolta Glasa project, a Citizen Innovation Lab collaboration between Limerick City and County Council, University of Limerick, Mary Immaculate College, Fab Lab Limerick and mentors Javier Buron Garcia and Dr. Veronica Santorum.

The Síolta Glasa project supported community-creative partnerships to build capacity around decarbonisation in Limerick city and county and ran from June 2024 to October 2025. Philip was partnered with West Limerick Resources with whom he has devised, “LMRCK: Limerick Map of Resources & Community Knowledge”, a living, collaborative mapping project that explores and documents shared community resources and knowledge through a digital publicly accessible open-source platform that aspires to foster community resilience, co-sufficiency, and shared community wealth.

LMRCK formed part of West Limerick Resources 'Climate Communities' initiative and was co-funded by Creative Ireland, the Department of Culture, Communications and Sport, through Limerick City and County Council Creative Climate Action – Síolta Glasa, and West Limerick Resources through SICAP. The Social Inclusion and Community Activation Programme (SICAP) is co-funded by the Irish Government, through the Department of Rural and Community Development, and the European Social Fund Plus under the Employment, Inclusion, Skills and Training (EIST) Programme 2021-2027.
